DC hasn't given any recent/official comments on the constant delays to my knowledge. I know Johns is being hyper-nitpicky with this series to try and keep it as cohesive as possible, and also wanted the same creative team to work on it from start to finish. So maybe that's why..?

Hey not everything scales up all the time, sometimes an armor that's generally more powerful is weaker in some areas than the one before it. Just look at how his first armor was stronger/tougher than the one that followed, or how his Silver Centurion had some special features that were superior to at least the first couple of armors. There are just so many variables.
