Do you know what the Dome is made of? Or how it works? Nemesis and Jeffries put a dimensional lock on Utopia a while back for all we know the Dome does the same since it's future tech and Bastion was monitoring them. Heck those minds probably had a hand in building it.
Carey said Amelia Vought can't teleport out of the Dome. And Legion probably can't either.
Also why do you think that Bastion who has files on every hero in the marvel universe and built that Dome using future tech doesn't have a defence against people like Thor and Thing hitting it? For all we know that Dome reflects the blow back on the hitter.
It clearly does a lot more then block telepathy and hinder Storms powers.
Also the reason why those Nimrods aren't that big a threat as of yet is because they haven't adapted to any powers since they're no mutants and few powered beings in that timeline they're from. Give it time.
