Well i dont think Cyclops was trying to blast with everything he had, but it was enough to stun Siryn probably. You have to remember that Multiple Man kinda absorbs kinetic energy to duplicate and Cyclops blasts are force. Impacts are always dampened on Madrox and used to dupe.
An example was when he fell out of the wondow and duped all the way downhill without any harm.
