It isn't exactly a moral gray area, he was right, any leader of any country would have done the same thing... probably on a larger scale.
It is a moral gray to the extent that the X-men have been able to deal with such threats for years without the need for lethal force, although I agree with your point to some extent when considering how far the Purifiers were willing to take things (blowing up busloads of powerless children for instance).
Also him using X-23, Rahne and Warpath was somewhat unethical seeing as how X wouldn't have said no and Warpath was still hungry for revenge after Caliban... And I mean, although it seemed like a tactical move on his part, Wolverine would have operated much better without the three of them to worry about.

Maybe, but the X-Men were never really in a position of power before, and the decision they made only really effected themselves. Now Cyclops is the defacto leader of an entire species (and endangered species no less), his decisions not only affect the X-Men but every mutant. In the past it was fine to conform to unrealistic and naive operational procedure because it was just X-Men, they all new what they signed up for and they would all willing give their lives for it... but now he is responsible for the life of every single mutant and not just the ones willing to die for the cause.

i know it's how they act. i also know that they're not above getting a smack across the back of the head for it, but the writers constantly just let them get away with every little tantrum.

If Scott cared about Hellion enough to argue with him, I think he would have new hands by now. Even Misti Knight was important enough to get a new arm in short order, but not Hellion. Kid is just fodder, you don't waste your breath fighting with fodder. 😛
