Well, I was talking more in terms of just herald level power, but it would be interesting to see a herald of Galactus that was in some way ethnically diverse. I mean surfer looked kind of racially ambiguous before he gained the power cosmic, but I don't know, I guess I'm just thinking out loud lol.

I don't think anyone disagrees with you, just that the problem is more than there not being diverse characters.
Like, for me, I would love to write a story about a Muslim hero in a modern western society. I think there is a lot that could be explored there. But I'm a white kid from privileged background. I have no idea what it is like to grow up in that situation or that environment, and my ability to portray it to readers would be limited by that.
imho, the best I could hope for is to barely escape cultural and mainstream stereotypes of how Muslims act or what their life, in a minority/immigrant community, is actually about. The characters that I can write are largely white males, who have interests in human rights, abuses of political power, and individual autonomy. This isn't bad, as it is most important to write what you know. When it becomes a problem is if you have a comic writing staff that are all that way.
Like, I totally agree, I would love to read about a black character (Boondocks is a favorite show of mine), but not through the lens of how some white guy thinks it is to be black. This doesn't mean I want a comic that is just "kill whitey" etc, because that is as 2 dimensional as the reverse. I'm just saying, if you want quality minority characters that actually add something of value to a company/canon universe, it needs to be authentic.
hell, because I'm ranting, let me go further: character's should be the property of those who develop them, not of a company, or rather, companies should go to pains to keep people who develop good characters writing those characters
