It was suggested that the arrows would kill, rather than wound them. One of those arrows stuck in Captain Britain's shoulder gravely wounded him.

I thought he ends up using them later on in the street, in attempt to redeem himself or something.

Didn't Thunderball get an explosive arrow stuck (that did not blow up for some reason) in his shoulder then? I seem to remember seeing some scans in WC respect thread.

The street scene came before the jail scene. Hawkeye didn't use those arrows until the jail scene.
