I think his point is along the lines of reaction times not equalling linear bursts of speed. we all knew mjolnir could accelarate to translight speeds before. this isn't new. nova actually has the enhanced reactions to make decisions and change directions while at superspeed as his fight with the Silver Surfer demonstarted.

This scan doesn't show that Thor could hang in superspeed fights with Flash, Supes or the likes.

Depends the SS triggers in danger the stronger the danger the stronger it rings. If they play for money he would loose this could be seen as danger and therefore trigger the SS.
