On the GL interviews GL is quoted to have said that vader can use force lightning on the SS sight this is the link..http://www.supershadow.com/starwars/lucas/

George Lucas: The injuries Vader suffered on Mustafar did weaken him permanently. However, Vader can make Force lightning. I just don‘t show it in the films because it would be redundant. I wanted to save the Force lightning trick for Sidious in Return of the Jedi. That is why you see Vader inflicting Force choke instead of Force lightning.

I think Vader is more powerful than Darth Maul even after Vader becomes machine. Vader has a lot more hatred in his heart than Maul. Vader is a bitter man to the core. I think Yoda and Sidious are evenly matched when it comes to light-saber fighting. You are right that Sidious probably is more powerful with the Force.
