As far as I can see there is only one solution: The UN has to take charge of the iraqi-situation. And station peace-keeping troops NOT from the US and/or Europe in the region to ensure Iraq can be rebuild and get the infrastructure and help to become a democracy.
Preferably peace-keepers from other Arab nations.

Americans only fight with Iraq because they want to protect their oil interests and because they fear their own comfort zone they created by playing ruler of the world and by having forced their own set of rules onto other nations. Iraq do not do 'terrorism' but only self defence.

It's simple, but I guess a bully like the USA is blinded by superficial power and empty values.
