if there was to be a bttf4 what would you set the story and setting and things as

No matter what it would be rubbish to even try and make a 4th one. They made the 3rd one to be the last and if they tried to make a fourth and try and make the third look like it wasn't the last then it would be a very bad idea!

But then whose idea was it to have another time machiene at the end of bttf3

I don't understand how it happened, Doc was some how able to make a time machine in the west! I just don't get it, I wonder if he used parts from the train that crashed into the ravine.

No. I think he hi-jacked, "borrowed"the train and as Doc said: it runs on steam.
But if you go on bttf mistakes there is this thing im trying to do witch could solve all the problems

I simply wouldn't make another movie if I was a director, It is not needed and it is best known as a trilogy

Plus it would be impossible to make a story that has to blend in with the final movie.

Who said it had to blend with bttf3. It would still need the train and a few of the actors but in different roles.
Ok because you won't tell me what your bttf4 would be like, how about you tell me who you would like to see playing marty.(And it can't be Mike J. Fox).

True but I'm trying to find someone who could almost live up to his standard. But I do hope there is another bttf because it would be great and I will actually be able to see it in the cinema. But Mike J Fox would have to play some part in it even if he is only as an extra.
