Ummm help?

I searched the forums for a topic with what I need and couldnt find anything. I need to find software to make my own glitter siggy's. I can't use PSP on my system cause I took off XP and put 2000 pro on. I know stupid me but I was used to 2000 and XP was pissin me off. Anywho, does anyone know where I can find software to use on my comp so I can make my own so I dont have to ask other people to make things for me. I like to make things on my own and glitter names is something I do off the cuff so I can't always wait for a couple days to have one made. I belong to a preemie discussion board and I want to make glitter siggy's for birthdays, nicu graduates, holidays, whatever... anyway please help me. If you could email me that would be great. Well I just realized something, I don't even have .gif editing software and I need that too to resize my siggy that my friend made for me. so yeah more help. Thanks so much!
