Need to remember how powerful a Watcher is, because they virtually never use their power. Supes couldn't suprise him, because he would know everything he does ahead of time. In turn, he could change Supes into a playing card, for one thing.

Watchers are awesome. They are powerful but passive like my GPU cooler.
