Yes, skill wise Draco doesn't always seem that competent, but he is far more so then Ron. After all, by book six Draco was even giving Harry a bit of trouble, and we can assume he has unforgivable curses at his disposal.

i really like ron but draco had more guts though as he is in slytherin he would deffinately be quite selfish but hes by far more powerfuller than ron

I think Draco would win even if he didn't cheat. He certainly would know some nasty hexes, while Ron would probably lose his head in a fight and all his knowledge of spells (likely not all that expansive in the first place) would fly right out of his mind.

Ron would win! He hates Draco so much so I'm sure his Crucio spell will be nasty. Poor Malfoy
