Surfer or Runner would both probably take majority. Supes would do better than most, but well written Flash should take a slight majority on Supes.

But yea. I agree for the most part. However, I believe it depends on the environment in which Surfer fights Flash.

I was thinking Runner, Silver Surfer but yet again they are over Flash in power level. Maybe Makkari if written well.
