To get this over with. The TRUE reason Jar Jar was banished is because he used to be a waiter and accidentally caused a catastrophic flood within Boss Nass' bubble and many adjoining bubble. That connects with the "hayblibber" but is the ONLY real reason for his banishment.

And, in the film, he says 'You'd say, boomed da gasser, den crashin da bosses heyblibber, den banished.'
And in a new story in SW Comic, Jar Jar steals food, and gets arrested by Tarpals.
