Depends on the object and circumstances. To GIVE speed, he needs to touch. To TAKE speed, it depends on the size and mass of the said object. Cannonball ain't the big.

Yes in that the Flash has been shown as touching someone to steal their KE.
No in that the Flash has been shown as not needing to touch someone to steal their KE.
