Let's say Canada matters and is a "medium power" (so it would be at the same par that Britain and France are now). However, instead of the French, what is now Quebec was settled by one of the following:
-Germans
-Scotsmen
-Dutchmen
-Anglo's
-Swedes
-Norwegians
