Dude, the fighters of the sf universe punshes mutch harder then normal fighting games like, tekken, DOA, virtua Fighter!!! etc, etc
Sure about that? Tekken characters have been known to connect with severe bone crunching punches that make characters roll backwards more that a few times crashing or breaking into walls sometimes even knocking them out. I've never seen that in a "S.F. 2" game
And as for sonic booooom ! If megaman can take a hit from it and recover almost instantly, then Paul can too, and that's if he doesn't dodge it which he would most of the time.
The only thing Guile has going for him is that Laser kick. (multiple maybe)
Sonic Boom moves faster than the speed of sound so it's really fast. To dodge the sonic boom you either have to be very fast or extremely lucky.

his ki into his hand, arm of whatever and thrusts it at a speed faster than
sound.

any of his limbs, even his feet (something that Guile needs LOTS of
concentration to do. It takes Guile two hands and officially stated all
his focus just to throw one sonic boom).

Street Fighter Alpha 2: Gouken's student, Ryu, has tracked Akuma down, and
challenges Akuma as a fighter. Akuma, always looking for worthy foes,
tests Ryu's mettle at his island, Gokuento. Akuma is very impressed by
Ryu's skill, and tells Ryu about the Satsu no Hadou power within Ryu. He
wants that power to awaken within Ryu, and tells Ryu that once it does, Ryu
should seek Akuma out again so they could have a real match [Official].
Akuma then forcefully slams his fist into the ground, and the island of
Gokuentou sinks into the sea, with Ryu escaping just in time [Conjecture

Street Fighter 3 Second Impact: Akuma develops "the ultimate technique",
Kongou-kokuretsuzan. It is so powerful that it splits an entire mountain,
