In the novel of Episode III, what Yoda mean by the "new" Sith?

For those who have read the novelization of Episode III, we know that Yoda went head-to-head with Sidious. Eventually Yoda knew he could not defeat Sidious during the battle because the Sith from a thousand years ago were remade into "new" Sith. Apart from the fact that Darth Bane's Sith Order studied Jedi lore as well as Force lore, what are the "new" Sith ?

The new Sith strike from the shadows, attacking the jedi at their weakest. Instead of being warlords and tyrants from the past they are manipulators, assassins, and even in the case of Palpatine, Dooku and Anakin, close, respected individuals.

Essentially they are not visible foes that the jedi can rally against and destroy; they are everywhere and they are nowhere.

Think of the new Sith as insurgents.
