sometimes at a low level like making nunchuks made of light etc. It depends on the writer. Steve Ditko always gave wussy matter manipulation powers when he wrote and drew Captain Universe. The Sword in the Star had some that's true. NOt much though. Supes speedblitz would own any Captain Universe.
