IF a civilian walks up to the cop and offers sex for money.. Then the cop can arrest them..
If the civilian walks by the cop and the cop asks the civilian if they want sex for money, then its entrapment....
If by "peaceful" ralllies, you mean standing in the middle of busy street at 2am shouting "Save the WHALES!" for hours on end....
And the above would also be illegal. The department can be sued for such behavior. Not to mention charged for aiding/instigating criminal behavior.
It doesn't make sense either. Why would a police officer create a riot during rally or protest. That's PRECISELY what they're trying to avoid.

Undercover cops have been known to infiltrate peaceful rallies and stir up hell to break it up.
There is no guarantee, that doesn't mean they are all bad. There are organizations that monitor police forces to make sure they are doing it properly.

Um. Let's THINK. You're a police officer. You're job is to maintain the peace. If a peaceful rally doesn't disrupt the toils of everyday life than the police wouldn't do anything but keep a watchful eye.
YOU'RE saying that the police officers would endanger the lives of not only themselves or the rally participants but those around them by actively causing disruptions and instigating a potential riot. Which is just a stupid comment at that. Why would a police officer make his or hers job HARDER by instigating a riot.
And for some odd reason you're ALSO saying the undercover officers would not only instigate the riot but also LET it go on. Which is even an even more stupid comment. It doesn't make sense. 😬
It's like Superman giving giving people grenades. He just WANTS to make his life harder. Right? Riiiight.
Besides, only hippies protest, and they're rarely peaceful. Usually someone gets pissed off and throws something at a cop, and then the cop tasers them and then the protestors start attacking the cops and then the cops beat up the protestors and then they riot and everyone just forgets that that one protestor threw something to start it and just blames the cop for tasering the shithole.
if an undercover cop busts a crime ring or puts away someone dangerous, kudos. If an undercover cop agetates a riot, kills someone, or entraps someone, he should get what he deserves. A police officer is an officer of the public trust. If he does something criminal, the protections against assaulting an officer should no longer apply.
