When Shumacher went to Benetton they were not very good, he helpded develop the car with the team because he is such a good driver. When he went to Ferrari they were way behind everyone else, using his superior driving and understanding of driving and the technical requirements of the car he has helped develop it to the point where it is a lot better than everything else including McClaren and Williams.

The F1 drivers do not need a normal road license to be able to drive in an F1 track as it is private ground and is completely seperated from that. So this will not be an issue.
