That does not prove that he moves or reacts 10x the speed of though.
If this is being compared to absolute human limitation. The best reaction time a human has is 0.3 as a reaction time. Any further would be impossible in Human limitation. The scan does not prove that he overcame the human limitation. Just that he is reacting at a human absolute limit.

If slade was 10x faster than a human. Does that mean he physically travels faster then a Bullet? No.
He reacts faster then a regular human can pull the trigger. If all humans were to be able to react at 0.3 sec. Then that would make a vary boring comic book? (With 10x times all human limitations, Slade would also be ranked above street-leveler.)

In issue 45 Deathstroke The Hunter, he chases down Kid Flash on foot, and takes him out, then proceeds to school the rest of the Titans that all attack him at random... Until Green Lantern shows up, but hey that kinda speaks for itself. lol.

Truth is, he's better than that though, he's had a dozen upgrades since then. Humans aren't really that fast, average human in good shape sprints at like 10-12 miles an hour.
A few issues earlier in the series, he leaped 60 feet through the air onto a moving train.

I already posted those. It dosnt state anything about being 10x reaction time, speed etc..
It just says it moves at the speed of thought.

even without the tk, cable still has an edge with weapons (coz he can time travel).
if slade can move at the speed of thought, cable can body slide. i believe cable is also on the 10 ton strength limit (with his bionic arm and leg stronger).
a person able to bench press 10 tons is stronger than someone who is 10x stronger than a man.
Cable doesn't have TK anymore.. or TP. He's got some force field generator which basically acts as TK, and he replaced his TP with Cyberpathy. He no longer reads minds, but instead is privy to all the digital going ons in the world. Though he's able to tap into peoples mind and show them the information, like he did with Cap.
