I actually saw a theory that the speedster is Wiccan's twin brother and the two of them are the Scarlet Witch's children.
In a way it could make sense, seeing as to how Wanda is a spell-caster and her brother is a speedster. Maybe there's just a mutant gene for magic and one for super-speed in the Maximoff family.

Yeah it's possible, since that would be his tie-in to the Avengers. I don't know if I like the idea him being Mar-vell's son.

Yeah, except I don't think Heinberg would do anything so hackneyed as to have have two kids, who never really existed in the first place, to be magically brought back, placed in full families and given powers. Plus, from the YA special, Billy met Wanda before Avengers Disassembled, she talked with him, healed him--he had a black eye and was bleeding from being bullied and she gave him powers.
She healed Wiccan. She didn't necessarily give him powers in the Special. Wanda's twin boys were named Thomas and William. Wanda has powers linked to "magic", her brother is a speedster with platinum hair. The speedster is named Thomas. Billy is short for William.
It does seem a little too obvious though...
