Sigh. You haven't defined what level the characters in this fight will be operating at. With all his powers, Cloud wins a decisive battle over Mega Man with all his powers. This is due mainly to the enormous magical resources at Cloud's disposal, however Mega Man is much stronger than Cloud initially.
