Strength Levels, means that you are guaging according to the physics of our world.
Anybody trying to lift something that large, like a mountain, without the use of psycic ability, or some other kind of levitation, would simply sink into the mass. Or, it would shatter under itsown weight.
So, it has to be a strength feat that adheres to physical science.
You cannot,no matter how STRONG you are, lift a mountain with 2 small hands supporting the mass at 2 small spots.

Superman can. He has a TK field that allows him to pick any thing without it falling apart.

apparantly he does, but in superman returns he lifts the continent and it's breaking bits off all the time he's lifting it up, only until he gets into space does the gravity seem to wear off and it stops falling apart, so maybe he doesn't have the TK stuff in some versions of him

We go by feats and not sources of power. Here's why:

For superman his strength depends on his force of will. That was the ace in the hole that John Byrne left Superman. Depending on his force of will he could do things that would normally be impossible for him. I believe he (Byrne) called it psionics which could be the source of Superman's deeper power. The mind has virtually untapped potential and if his will is what increases his power then he is shown to have force of will greater than most in the DC universe. Darkseid and Granny Goodness comments on the fact that Superman's amnesia robs him of much of his great strength indicating that his will had to be utilized for him to be super strong. Darkseid goes on to release some of Superman's memory so that he is second only to Darkseid. Interesting that Darkseid set a limit there, but that's another story.

Anyway in Action Comics #782: Superman’s greatest ever feat of raw power. After flying through the sun for an increase in power, SUPERMAN MOVES A PLANET. Specifically, WarWorld, home of Braniac. But there’s more. Braniac has stolen the energy of Imperiex. Imperiex gained his power from the consumption of thousands of whole galaxies since the dawn of time. Hence his universal reputation as the “Devourer of Galaxies”. It is argued that Braniac wasn’t resisting Superman’s push, and that Superman ws “merely” moving a planet. This is directly contradicted by Braniac’s narrative: “Full thrust counter-measure! How is he moving my planet? The Kryptonian does not have that power!” The panel clearly shows the blue Imperiex energies firing from WarWorld’s engines. Yes, Superman was resisting the awesome Imperiex-begotten force, and pushed WarWorld through a boom tube to the beginning of time (big bang).

Note that this example confirms what we’ve suspected all along: that whatever the role that the metabolized solar energy stores play in granting Superman his powers, he is obviously accessing power beyond that of the solar energies he can absorb (most likely from another dimension). A few minutes in the sun is piddling compared to thousands of galaxies of power. Most of PostCrisis Superman’s greatest feats exceed the energy he could have gleaned from 30 years of absorbed sunlight. Apparently the solar energy is either “hypermetabolized” (as per JLA scribe Grant Morrison), indicating energy generation via Unified Field/Big Bang, or the metabolized solar energy allows access to his deeper power, likely psionic and dimensional in nature (as per John Byrne).

Thus by average feats (since how can we say that one source of power is greater than another since they are all fictitous?) the strongest by order are:

1. Superman (Best average strength feats. maybe He-man is with him. I don't know much about the comic one but the cartoon one)
2. Hulk (has many awesome super enraged strength feats)
3. Thor (good strength feats to top most)

I don't how to order the others (their strength feats on average is not in the class above but still are very good).

note: supergirl is not stronger than superman. She has no greater strength feats. And it is understood that she has no subconscience mental blocks whereas Clark does. This is due to how he was raised and the fact that he subconscience developed a block in order not take life or seriously injure anyone. His strength (potentially) is much greater than hers.

I'm not trying to bust your chops here but if she's kryptonian and he's kryptonian it makes sense that they should have the same potential (roughly.)

If he's been given time to become enraged then yes, he is the strongest of those on the list. Base strength however makes this an interesting thread.

His TK is a separate thing from his physical strength.

Why is he the strongest?

If he only gets his power from Gamma Rays, then he can only become as strong as the size of the supply of gamma is in the universe.
Gamma is his power source.

Unless they want to rewrite his profile.

Silver Surfer does the same with Power Cosmic, Superman with Solar Energy, Juggernaut with Cyttorak power, etc.

And, these last guys can tap their sources of power instantaneously, and in huge quantities.
Hulk's takes time to build up, and is not "at will".

Gamma rays gave him his strength, but they don't limit him in any way. His strength can also build instantaneously, depending on how enraged he is.

im just basically looking at the comparison between thor and herc..imho, herc is slightly stronger than thor at base level, but, nevertheless, stronger..i love thor and i think that anyone who doesnt like him is a pansy but since the threadstarter said base level, i gotta give it to hercules..

And Wonderwoman is stronger than Hercules, which means she should be above them.

that list stinks

Id say both Kurse and Mangog are stronger than just about all listed at base str.

I was going to make my list, then decided not to, for the simple fact that it is pointless, There are so many characters in the Marvel/DC universes with Limitless Strength it makes no point.

If you go by pure strength feats its going to be Superman, Hulk, Thor. But those Three have been manhandled physically before do to there opponents having limitless strength to match or exceed them, for example, Doomsday, Abomination, Juggernaut, How many strength feats do those guys have? Not many, but they are more then a match Physically for our 3 strength feat Champions.

My Point is, Limitless/Unlimited Strength=Limitless/Unlimited Strength, no matter how many feats you have. If a writer has a villain who has unlimited strength in his profile, he can portray him to be much stronger then our popular hero's, makes for a better story and subsequently sells more comics.

So if i were to make my list, and I wont, there would be over a dozen people off the top of my head tied for first. You cant really put a cap on Limitless strength.

This Thread should be who can Access their Strength the fastest, that would be more interesting.

Actually, it would be which top tier guys can access their power fastest.
Because, really, who care show fast the Vison, for instance, can get his strongest. He still isn't a "Top Tier".

So, I would say:

1. Validus, Silver Surfer, Captain Marvel, Mangog, Superman, Maestro, Kurse, Superman, Thor, Despero, Supergirl, Juggernaut, Beta Ray Bill, Atumn, DD.

- Maestro is at peak level at all times, and has already absorbed more than his fill of radiation.
- BRB was stronger than Thor at their first meeting, when he beat Thor EASILY before becoming Beta Ray Thor, and being granted extra magical powers.

2. Lobo, He-man, White Dwarf, Solomon Grundy, Hercules, Wonderman, Hulk, Wonderwoman Dragonman, Ultimo

All these 2 tier guys have either been beaten by 1 tier guys, or they take some time or a trigger to grown more powerful. Not instantaneous.

3. She-Hulk, Colossus, Namor, The Thing, Iron Man, yada, yada, yada.

Since when do Abomination and Juggernaut have limitless strength? That's still extremely(to put it lightly) debatable.
