Anyways, Optimus Prime was banned, not all Transformers. Optimus is a high Class 2000. Soundwave's nowhere near that strong.

Soundwave isn't a true 'telepath', his sensors are just extremely acute to the point of distinguishing and decyphering the bioelectric impulses that store memories and convey emotions. It says so in his bio, they just call it "telepathy". He's a robot. He doesn't have mind control or anything like that, he just has sensors on a higher than Star Trek level, and sensors are allowed.
