While I believe Terrax at his full strength was stronger than Apocolypse, I'm thinking Apoc will fight smarter. He'll dominate until Terrax starts drawing on the full extent of his terrestrial-control and Power Cosmic.

In other words, if Terrax uses his full abilities, he should win. If he doesn't, Apoc wins.
