Taking away physical advantages is just fine and dandy, as Slade is still one of the top martial artists on DC Earth. (assuming you keep him near peak human) Weapons wise, Slade outclasses Frank, especially with the aid of his eyepatch. Slade's intelligence and analytical mind STILL far outclass Punisher's skills. Basically, whatever Punisher can do, Slade can do better. If you simply lower some of his traits to Frank's level, the ones that remain untouched will still be better, while the lowered ones will be equal. Short of crippling him to the point where every single one of his attributes is lowered pretty significantly, Slade ALWAYS beats Punisher. He's simply in a different league.

Anyways, Slade wins this fight 7/10 IMO. His reflexes are incredible. He can dodge bullets, his H2H ranked at the 5th of all time in the DCU last time I checked.... and he has just as good weapons as Punisher. Close fight, I reckon he'd get wounded, but he could still kill Frank if he was fighting prime.
