Normally I would be quick to agree with you, but the official artwork of him only lends credence to the notion that it doesn't have normal lightning properties.
Thus its speed is ambiguous.

Fact is by appearance Aura is right, looks like what it is. Only reason for Kratos is due to Zeus being the embodiment of Lightning... not just a guy with magical electricity.
