Ganon's world does not specify this, Ganon's not a retard, and he would intentionally need to use his magic to make his lightning slower, which would be retarded. furthermore, Cole's attacks need to be balanced for gameplay.

Facts: Said 'lightning' is slow and does not behave as regular lightning as well as there being multiple inconsistencies which make it highly ambiguous and casts severe doubt as to it's nature as being lightning.

That said, you still have not shown how it is 'impossible' for Ganon to be performing something similar to Cole's attack. As such it will be taken as read that that is indeed a pawsibility. ;3
