Captain Atom very easily, especially since his powers are a trailor for Simon. If he can manipulate Ray's EM energies, he would have no problem with Simon's.

It was never a containment suit, it was a skin after he bonded with it through the military testings.

Pre-Crisis however he was in a containment suit.
