Juggernaut is in the same class than Titania....

and Titiania was beaten down by She - Hulk

and Hulk has beaten She - Hulk...also Herc is stronger than She-Hulk

so Juggernaut is below Herc and Hulk

The hulk is weaker then Juggernaut at the beginning of their fight.

Hulk can get stronger , but of course he needs to get angrier.

War hulk was a anomaly , his powers were increased while his durability was decreased , not only that but he was outfitted in celestial tech . The shit which apocalypse walks around in which gives him 99% of his powers.

Betageuze juggernaut fought she hulk and whe she hulk punched nothing happened to juggernaut she was almost crying from the pain what the punch caused her

every body knows that Hulk gets angry..very very quick

so .. you can say ..that he will surpass Juggys strength even at the beginning of their fight

i would love a one on one confrontation of the two... without outside interference...

Juggernaut would get crushed down... by a total out of controll Mindless Hulk....

Hulk would rip of the armor of Cain Marko.... and leave him alone in the dust of the desert......

Hulk has fought stronger guys.. before... like original Abomination, Thanos, Bi-Beast and .. of course... HULK KILLER HUMANOID

You CANT measure the hulks strength because it could increase at any moment in time , anger fuels it and theirs no way to accurately measure anger.

Juggernaut on the other hand is backed up my a mystical force which instills infinite power , can you measure infinite NO.
