Uh, actually I'll go with the trio! Exar only has one weapon, that's an awful lot to block, and Maul's not exactly a slouch, Grievous is good backup, and Serra, while not as good as those, is still quite a good duelist who only needs to fill the third slot.
Force is the best way to handle people of a level or so down quickly, without force he can't focus on anyone singly, and with split concentration it'll be hard to take anyone down.
The way I see it, there's some analogy to the Savage/Maul vs Sidious fight.
Griev is more skilled than Savage in saber (though Sav did have brute force going for him, plus, well, the force). Savage + Maul were, purely in the saber portion, doing reasonably well against Sidious (Sidious only was on the offense either with force, or by isolating the two and going solo on sabers), holding their own at least. Serra's someone good enough to give Anakin a bit of a fight. And Sidious is better than Exar.
Without force bolts to lessen the odds, or force push to separate his foes, Exar will pretty much have to be on the defensive constantly. Three foes gives very little room to attack, and he can't do a *big* attack without the other two taking advantage. Heck, him sticking a saber in one of them at the expense of getting a wound means he's as good as dead against the remaining two.

Well, I don't see Exar as undoubtedly stronger in sabers than Grievous or Maul. Arguably he's their equal, more or less. But to each their own. *shrugs*
He's the best sith of his time and known specifically for being really really good at sabers. He should be at least somewhat better than Maul, who in turn is better than Grievous.
