He doesn't necessarily have to be..... Loki created quite a few duplicate Mjolnirs during the King Thor/Rune King Thor period... they each had immense power and no limitation on who could wield them... it could very well be one of those that Doom has found.
Plus, Thor took the real Mjolnir with him at the end of Ragnarok

It's not a fake. The cover from the cover before this has the inscription on Mjolnir. It's the real one. (info from a friend who saw a preview)
the hammer was flying through earth's orbit for a while. in the preview art, they were talking about how nasa was investigating it and whatever, and it crashed down in some hick town in the middle states. clipped a passenger plane, too, if i recall. very well could be the real deal, and doom very well could just be the "worthy" type, under his tough, rule-the-world exterior. under the metal suit, too.

Could be a Doombot.... Robot's have always been able to pick up Mjolnir... though they can't use it's magical properties.... they can only use it as a hammer
