in the crossover JSA vs AVENGERS thor was unable to strike tornado because of his elemental powers (and he only used part of )

And Thor could easily counter a red tornado tempest...at least stalemate...and no Thor dosn't need to control his arm.....he controls the weather to counter or even overcome......his birthright.....as critical to his character as the S across superman's chest....
Personally, I find it insulting, considering this is one of his primary powers and he's made to look powerless....your decision.....

Nothing in that scene even suggests that Thor couldn't whip up a counter-cyclone -- merely that he hasn't tried it yet. He tried the most sensible thing first, and then when that didn't work, and he discovered that there was an elemental being to contend with, he was all ready to keep fighting and looking forward to it, when he got zapped by Firestorm and delayed for a few seconds while the DC guys scooted. Nowhere in that scene does it say that Thor couldn't do any of the things you suggest, or that he wouldn't have. Nowhere in that scene is he hurt, stalemated or anything else. You're ragingly angry that we didn't have him whip out his repertoire of tricks in the three panels after he discovered why his first gambit didn't work -- three panels in which something else was going on that attracted his attention.

I voted for Thor. He's proven able to control weather on a planetary scale. Unless the Red Tornado's gotten a serious upgrade, he's going to find himself outclassed.
