Nah, it took me only few minutes. I'm done with my exams so I have a lot of free time. Besides I found what I was looking for at page 7.

Sam I'm standing right in front of the ammu-nation you've marked. The one you marked south. I just started the game yesterday. Just finished the mission where you go with Ryder and you have to throw crates to him. The problem I can't go in the Ammu-Nation. There is no such option.

I get it now. On earlt missions armor is not available and you can't buy staff in shops. Your only option is to find it somewhere on the streets.
Sorry, I can't remember where. Try to search near police station. Or in armored police vans.
