I plan on going for a doctorate. I'm well aware of what sort of qualifications I need to get a job in the field I want to go into.

And as I said - those in a mental institution are usually those with the worst mental disorders and retardation. And that is a very small minority of all people with mental disabilities/retardation.
So no, you cannot judge everyone based on that very small minority.
