being "insane" describes errors in the way your brain processes incoming information such that you create incredibly flawed versions of reality in your mind.
Being dumb means that you lack certain problem solving skills or are uninformed about a particular topic.
An insane person could still be incredibly smart and informed, it is just that the world they inhabit is much different from actual reality.

OK, first the bullet wouldn't penetrate. Adamantium can't pierce adamantium. This is not the movie continuity or Ellis' assumptions we're talking about.
Even if it would though, what would it do? Wolverine's proven a gazillion times that he can recover from a massive brain trauma. Hell, he can even "regenerate" his memories.
