They aren't the same. Tommy was Zeo Ranger V yes, but he fought Zeo Ranger V when he was in a coma. And that was Black Dino Ranger Tommy.

Although Zeo came really close too. It all went to shit when Zordon was killed. IMO

Tommy was the Zeo Ranger. But the Tommy on the sig is Dr. Tommy Oliver the Black Dino Ranger. Years after Zeo.
