I'm assuming you've already counted Catwoman, so I won't say her.
Joker could never be a hero. Neither could Scarecrow, Mad Hatter, etc.
The only people I could ever see changing, save for Catwoman, would be Mr. Freeze, Two-Face, Harley Quinn, and it'd be cool to see Riddler change.
The only one of these (again, save for Catwoman) that I think ever actually would change in the comics would be Mr. Freeze. He's a lot like Catwoman - a villain that, despite fighting Batman, has no true personal goals of destroying him, and, like Ra's Al Ghul, would love it if Batman joined them. You don't see Scarecrow wanting to join Batman, or Penguin or anything.
Batman would investigate them to see if there really honestly reforming. remember on the animated series when Poison Ivy seemingly turned good, Bats didnt believe her? and he almost believed her until he found out the guys kids were like both girls or something and were plants anyway. then on another episode the Penguin gave up crime. id say Batman would have doubts cuz he knows these villans so well and probably investigate them fully. well, a Batman villan id like to see reform would be Two-Face, he could go bact to being a district attourney and get on with his life tho it wouldnt be really "back to normal".
Yeah, but Penguin has "reformed" hundreds of times, LOL! As I said, Edddie is not a murderer really, nothing like Joker, and |I believe he really could reform, though IDK if he would ever be a hero/ vigilante, more like he settled down with a job making puzzle toys or making crosswords or something corny...

freeze all the way. hes the most tragic villian by far, hes not by nature a really bad guy, he doesnt really seem to want to kill anyone, or force others to obey his every command.
Agreed. Mr.Freeze was just tryign to help hsi wife most of the time if I rememebr correctly.
Well... Catwoman's not a bad guy anymore, Penguin's done with crime and just has an agreement with Bats selling info... I don't think anyone picked up the Hush Storyline where Two-face was reformed, but they probably will after this whole "Infinite Crisis" is over with. They have to go back and explain that stuff.
Joker should never, and could never go good. There would be something totally wrong with that. Riddler being a detective for hire? Now that sounds good, but he really does pride himself on being a "criminal genius" so... I think he'd just use it to mask his crime. Unless, of course, he's done with crime now that he knows Batman's secret identity, and there's no fun in crime for him anymore... I guess that's an angle they could work.
Bane going good? Nah... something about a drug addicted good guy just doesn't sound right.
Who I'd want to see turn good? Hush. But it won't happen. Who I think would turn good, after all that I've stated? Probably Riddler or maybe Killer Croc would get a job in a circus and play nice. I'm doubting the Croc thing.
