Killer croc has a low intelligence ratio (Not to say that scorpion is a supreme thinker , but at least he has some chance of thinking up the occasional plan and can follow orders to a varying degree) and has strength that is somewhere between 3 to 7 tons.
Scorpion on the other hand has class 11/12 strength , can grip to walls using a 'pincer grip' and can use his tail to attack , usually the tail is armed with a 'stinger' or some form of Plasma/Acid generator. Gargan is also pretty durable considering he takes beatings from spidey on a semi-regular basis.
