2) Flash (or Zoom, if the Flash is fully tapped into the speed force).
gap (could be minor or major depending on who is writing Superman, but usually leans more on the minor side)
3) Superman at either a fraction of the speed of light to kissing (and at times exceeding) light speed
gap (MAJOR gap ......immensely significant since number one through three are so much faster than Quicksilver that to them QSilver would seem to be standing still)
4) Quicksilver at Mach speeds
gap (considerable gap)
5) The Hulk at 300mph.

DC did a number of races that pitted Superman vs the Flash, and while in most no clear winner was depicted in a couple the Flash won by an inch or so.
Here is a nice link with most of those race matchups .....note than in almost all of them Superman is running not flying.

Anyways, it is safe to assume that Superman can run just a hair under what the Flash can run (although if the Flash taps into the SF then he should transcend linear speed ....like when he beat instantaneous travel, a feat that basically indicates the Flash was going beyond speed).
