Kilowog can obviously win this...GLs have more inherent potential. But Adam's roughly equal to Billy, right? And I don't know how good Kilowog is in the hierarchy of GLs. GL's also like to job on occasion so it's hard to get a reliable power level.

Long-winded way of saying I don't know. But if Shazam imbued The Rock with power, nothing would stop him.
