Your eyes process light that enters them, and depending on what the light is reflecting off of, it can distinguish shapes and colors.
If you couldn't see light, you couldn't see anything.
When an object moves too fast for your eyes to track, it's simply moving too fast for your brain to keep up with its movements, since your brain only processes visual data at a limited rate.
When you 'see' light, however, say from a source like a lamp, the light fills the entire room in a few nanoseconds, bounces off everything in the room, reflecting, and lighting up the room. It's like being underwater, the light is all around you, and more of it is constantly generated by the lamp. Obviously if you're surrounded and immersed in light, some of it is going to go into your eyes.
However, if you had a discrete object (not an omnidirectional wave like light) that moved at lightspeed, you would never be able to see it. In just one second, it could travel around the earth over 7 times, or be most of the way to the moon.

How about Wally West enters the speed force and runs around the world a couple times in a nano second and puts his fist in Vegetas butt and over charges his kinetic energy(exploding vegetas saiyan booty) seeing as i dont recall any DBZ character moving thousands of citezens MILES away to safety WHILE a nuclear weapon detonated. or he could let vegeta try and punch him and just phase through the fist which would also supercharge vegetas kinetic energy and blow his fist off. OR just pick up about a million pebbles and toss(while charging) them at vegetas head so fast he wouldnt be able to comprehend the pain he felt until he was already on the ground and bleeding out. maybe just possibley Flash feels like boxing a bit and just knocks vegeta around with a flurry of punches( that cannot be seen) that would cause vegeta to feel a whole new spectrum of pain and suffering and make him look sumthin like this 😘 ....and btw when i liked DBZ Vegeta was my fav character even when he turned to the good side and got all pansy weak boy on me

It was one, and it was not a mountain, it was a rock outcropping, only about 50 feet tall and 30 feet thick. Besides, that's nowhere near the velocity that LOTA is talking about. He's speaking of relativistic projectiles.
