He was a clone but a unaltered one.

It was a designation for people in the Imperial Military. Sort of like Captain, Seragent, Private, and so forth, only personalized for that one user. Everyone in the real army has them, they're just not called by that.

Boba Fett was NOT in the Imperial military, and thus did not have a military designation.

It's like a license plate. They start with A 000, then A 001... until in this case they got to TK 421, the next soldier in line would be TK 422 and so on.
