Unsure, but i'll play my case for (unlike Kenshin , Tenchi and Any of the others) Hellsing is insanely consistent. They have in built rules within the manga and they stick to them.
Everyone within it is either street level or mid-level, alucard is high end but only with his powers fully unleashed.

And much, much more.
Heh, I've still got 150 issues to go, aswell as miniseries, specials, crossovers and about 80 issues of Swamp Thing.
