Flash can't fly. Presumably FL could go up about a mile and start destroying city-sized areas with his biggest blasts. But even that might not be enough, since the Flash could presumably outrun that.
Probably a stalemate unless Flashy does some really awesome tricks and doesn't let FL to get into the air.
