I'd say Vash's gun is powerful enough to get through Chiefs shield in 4 shots and then the last two would finish him off.

Even if you are using the Chief from the book Vash still wins.

Yeah. With his angel arm, he can blow up a planet. But I doubt he'd have time to summon it in this fight. Still, if he gets blood lust, Chief is pwned.
