ok here hal can use his power ring at a faster rate then dr.s can use his spells because dr.s has to take the time to cast the spells and hal only has to will it to happen and it will happen now orig hal can use his ring to read minds so he prevent dr.s from casting any spells

he helped JL beat the three sourcerros
he deystroyed the hole gl corps by him self
and took out the gaurdings of the universe took all the power from the power battery then saved the world from the sun

so y would he lose to dr.s

Yeah...I don't see Hal doing any mind reading here. Strange is Prof.X class even without his Eye. With the eye, he's basically unmatched to date. Skyfathers are unable to beat him in telepathy fights.

Strange is slightly more powerful in a no prep fight. With prep, this turns into a slaughter.

Dr. Strange. A man, who under his own power defied the IG.. a device which defied the second most powerful being in the entire multiverse.

Who defeated moondragon, a devoted telepath in a battle of the minds.

A man who has toppled Galactus

Summoned the power of Eternity for his bidding.
